Activate a new User

We hired a new guy.
I have him registered and when he tries to activate it, he gets the screenshot attached.
I have tried to add him as a user. I don't see where to do this.
Also, my last day is 30-Jun-2022 - I would like to transfer my license to my boss so he can manage the licensing from this time forward.
