Can't open PrimalScript 2019 as power user

Windows server 2016 Standard

When user is in Power User group, he gets UAC pop up error when opening PrimalScript 2019 and PowershellModuleManager 2019.
PrimalSQL 2019, PrimalXML 2019, PowerShellHelpwriter 2019, PowerShell Studio 2019, ScriptMerge 2019, VersionRecall 2019, and WMIExplorer 2019 all open successfully.

User has full permissions to: C:\Program Files\SAPIEN Technologies, Inc
and full registry permissions to HKEY_LOCAL_MACHINE\SOFTWARE\SAPIEN Technologies

Shortcut also has "Run this programs as administrator" enabled for all users. What other permissions do I need to allow for a local non administrator to open the PrimalScript 2019 and PowershellModuleManager 2019 applications?

It sounds like you are asking us how to get around a UAC elevation prompt. Generally, if elevation is required, the system will prompt.
If the logged on user is a local admin, it simply asks for confirmation. If the logged on user is NOT a local admin, it will prompt for admin credentials.

I will also have to point out that PowerShell Module Manager is the only SAPIEN application that requires elevation at all times. Otherwise it cannot manage your modules.
WMI Explorer (now CIM Explorer) only would need to run elevated if you intend to create or run queries that require elevation.
All other applications should not ever run elevated. It is not necessary and creates a security risk.
Both PrimalScript and PowerShell Studio have the ability to launch and debug script elevated if the script actually needs that. They are the launched elevated in a separate process. The system will prompt accordingly if required.
