please advise the best option to contact Sapien on in regards to an offline activation file no longer working after a build update on Powershell Module Manager.

The Module Manager license on your account is not associated with offline activation, so I am not sure if this is the license you are referring to.
Please contact sales@sapien.com directly with the license number and please attach any actual license file you may have at this time.
