Unable to run build EXE on Windows 7

Operating system: Windows 7
32 or 64 bit OS: x64
I built a small test Forms program. Inside of the IDE it runs perfectly, but as soon as I build it I can't run it. The loading cursor appears for a bit and then nothing happens.
