I have a test network that is segmented and not internet connected and need to test my scripts in this environment. What are my options as this environment also needs to be recreated every few weeks.

No much we can't do here!

You need to ask your organization network administrator to give you access to that environment.
Or, give the script to the owner of that environment to test it for you.

Are you asking in terms of testing your scripts or in terms of product licensing?
As for the latter, we usually issue offline license files, but your license is already activated on the maximum of two computers.
