If you Click on "User Control Panel" in the dropdown under your username and then click the "Profile" tab, can you see your profile info? And can you also tell me what URL that takes you to?

Yes the pictures posted show the profile page. Clicking the link circled in red causes the error.
On my profile page click [Edit Profile}. This throws the error.

Yes, I know. I want to know if the Profile Tab in the Control Panel works for you.

Please select "User Control Panel" from the dropdown menu

Then click the "Profile" tab

Please let me know a) if that lets you edit your profile and b) what URL it takes you to.
I am trying to determine if this is a permissions issue or something else.

Oh. Sorry. Yes it does work. I tested that as the first thing. It does not have all elements that the "edit profile" has. Only the signature.
