I work for is centralizing their network, so we don't have access to change the GPO,

This request sounds like a really bad idea, and a very cool prank. That being said, the wallpaper location will be stored in the CurrentUser registry of each individual user. Changing it which will require mounting ntuser.dat in remote session, modifying the specific registry property, dismounting the ntuser.data and making sure the required background is available on the local machine. In an enterprise the standard practice is to lock down the users wallpaper via a GPO. If you cannot change it from the desktop then it cannot be changed by script.
