Error: Saving updated resources failed: 5

Is there a solution to this problem. I have receiving for quite some time and finally decided to see if there is a fix.

What version/build are you running? Are you running any realtime virus scanner? If so, which?

Switch off your realtime scanner for a minute and see if that fixes the problem. If so, please let us know.

Unable to do that - configuration is locked down (Enterprise environment) - we are not even admins on our own machines

Try a machine outside your environment. What most likely happens is that the packager copies a template file to the new exe. Your scanner jumps on it and locks it and while the packager still tries to write the rest it is locked out by the scanner which opens the file exclusively.

We can replicate that but we really really need to bog the machine down to almost a standstill.
