Even though v7.0.3 is installed, the embedded console still runs 5.1 x64.
I've tried "Options-Console-Reset" and exit/reopened Studio with the same result.

That is not the correct location. This is the ribbon, not the Console panel.
I am referring to were the console is located/running in the application.
Please go to the current running console. If you click at the top where the name 'PowerShell 64 bit' is listed, a dropdown menu will appear. This is how you change the currently selected console:

To change the console, use the combobox at the top of the Console panel:

Yes - I do that - same v5 console. I've reset options, restarted - even rebooted.
The only option I have for PowerShell v7 in the dropdown is the one shown in the screenshots.

The console shown in the Console panel in the screenshots is for Windows PowerShell (v5). The name of your v7 console is 'PowerShell 64 bit - 7'.
So you do not see a console named 'PowerShell 64 bit - 7' in the combobox of the Console panel? Can you provide a screenshot of the options you do see?
Please note that my consoles listed are named differently then the ones you have shown in options.

This is what I get. I uninstalled / reinstalled Studio 2020 with the same result.
The dropdown and the Options/Console settings are not like yours - but I don't have PSv6 installed.
