[PSS 2020][Bug] Module caching incomplete

PSS Version: 2018 5.7.178x64
OS Version: Windows 10 x64 1903
WMF Version: 5.1

Impact: High

Symptoms:

I routinely have the problem, that the Cachebuilder hangs and does not complete the cache, or even if it does, it will end up missing several modules, my most critical productivity module (PSFramework) virtually always included.

Reproducibility:

That's a hard one - I know now what makes it happen.
The only thing that I can think might help would be my module list (it's massive, sorry):

PowerShell does not completely unload a module and release the memory even if you tell it to. Some modules are particularly bad at terminating and releasing memory.
It is possible that during the cache building process, which needs to load ALL modules not previously seen, PowerShell simply runs out of memory.
On the other hand, it should not load any previously encountered module if the version still matches what it has already seen.

So the first questions are, how you go about (re-)building the cache, why you think that is necessary and can you send us the following files:
C:\Users\<YourUserID>\AppData\Roaming\SAPIEN\CachedData 2.1\Local Machine\CacheBuilder64.inf and
C:\Users\<YourUserID>\AppData\Roaming\SAPIEN\CachedData 2.1\Local Machine\CacheBuilder32.inf
