Windows Ribbon Bar is missing

The Windows Ribbon Bar is missing from the Home tab.

If the ribbon has been minimized, hover over the Home tab and right-click 'Minimize the ribbon' that should have a check next to it:

If this is not what is happening, can you please provide more detail and a screenshot?

The "minimize the ribbon" is not checked. The Windows Ribbon Bar is just not there. I have attached a screen shot.

I don't understand what the issue is from that image. Can you provide a full application screenshot?

I am a new Sapien user. In the manual for "Panels and Docking (Layout)" it says to access the list of available panels I need to select the Home tab and in the Windows section, select Panels. I can't select Panels because the Windows section on the Home tab is not there.

You are able to select panels from the View tab on ribbon:
