How to Add Shortcut Keys to Program

I have read where you can add a shortcut key by placing an ampersand "&" ahead of the letter in the text field of a button or a menu item. Initially in design, the underline "_" shows up under the letter depicting a hotkey. When I run the program the underlines disappear but do appear at times. I am not sure when that happens as I can see the pattern. Any ideas on how to make the hotkey happen all the time?

Most likely it is an effect of a Windows "feature"
If you start notepad, you notice the menu has no underlines. Now press the Alt key and mucho presto, here they are.
See if it is the same with your app.
