Can I create an MSI that includes powershell 3.0 install if the computer installing it has powershell 2.0? If so any guides or tips on how to do so?

Unfortunately, this currently isn't supported, but I can say to stay tuned for a future release
In the meantime, in case you weren't aware, you can make it a requirement to have PowerShell 3.0+ to run the MSI in the Installer Settings. And while it isn't exactly what you want, it could help avoid any major issues when the machine running your MSI doesn't have 3.0:
