I'm not sure if this is a bug or an intended behavior. . .
When I press ALT and highlight a block of text then CTRL-C to copy it, if I paste that text somewhere else in the script, it overwrites text below it. I've ensured that OVR (overwrite) is not turned on so, I would imagine, the inserted text should move existing text and insert without overwriting. Or is this behavior by design?

The script in question has too much proprietary information from my client and I feel a bit uneasy sending it in. To replicate, simply open any script (it's not particular to only one script), alt-highlight a block of code and attempt to paste it somewhere else in that script. The behavior I see is it overwrites instead of inserts.
