And what kind of project?
Is it Form Project, Module Project or Empty Project?

You can't build .exe for Module Project

What is the full path for Output folder? Does it have any spaces or #? Is it on local machine or Network drive?

If you can, please zip and load up the original psf file(s), so that we can attempt to recreate the issue:

Also can you add .psbuild file (it should be in the project folder after you packaged project)

Thanks for reporting the issue. The issue has been sent to the proper place for evaluation and correction. When a fix is issued with a service build, it will be listed in the change log. Could you check what encoding your script has.
Change the encoding to UTF-8-BOM

Yes, this is to old.

The Ribbon->Tools->Service->Settings was added in build 1.0.123

This is from the log
1.0.123
Add: Service log and settings now accessible from the Tools tab in the ribbon instead of the backstage menu

You need to update at least to that build

What version do you have on this server

In 1.2.131 (2016 release) the service was replaced with system tray application. Check Ribbon/Tools. There is System Tray tab and Settings
