Please provide some code how you write to that file. Most commonly you do not not have permission from the process or the drive letter simply is not mapped.

It requires online access. Do you have firewall exceptions for the ISE? Is the ISE running as admin?

Basic encryption. Nothing fancy or high end. It is not meant to keep the script from the NSA, only the casual observer. Apples and Oranges. One is a script, the packaged exe is a C# assembly. If you look at the packaged exe with a hex editor you will not see the script.
