I'll take another look. Condensing all code into one line can be the culprit here. Doesn't give a line oriented debugger much to grab a hold of. :-)

I have no idea why it shouldn't. If it says you ARE administrator you should be able to execute these tasks.
Maybe your default user lacks permissions to elevate.

Please add this line to your script:
[Security.Principal.WindowsIdentity]::GetCurrent().Name

It should output who the current user is that is executing the script.

It doesn't call anything. The exe is the one that is executing the powershell script.

No, there is a much easier way:
1. Right click on the "VBScript Core" entry.
2. Select "Delete"
3. Right click into the empty space in the Info Browser
4. Select New -> Folder from disc...
5. Select the folder with the VBScript Core content
6. Press OK

That's it.

Did some research, seems the most common cause for that problem is that a firewall is blocking port 25. Exceptions are usually configured for mail clients and maybe you have an exception for powershell.exe.

Could be type problem. Try to declare the message
specifically as [System.Net.Mail.MailMessage]
because the Send method has an overload
Send(string from,string recipients,string subject,string body)
