The UI has changed, the packager and MSI builder are now an external tool. You need to select the actual file(s).
It is less ambiguous and more easily understood by most users.

Permissions or threading are the usual suspects. Try running it with STA. Does it require elevation? When you run the script from PowerShell Studio, it will not execute any profile. I can imagine how you feel, but we don't delete files on your machine, directly or remotely. I am sorry for the confusion. The PPK was discontinued in 2018. I am not sure why it would show up on your account page or generate a 2020 key for you.
