I downloaded a new version of PrimalScript 2015 and reinstalled it on top of the older version, and this seemed to fix the problem.

There was nothing wrong with the permission.

The old version of PrimalScript (2009 and 2012 that I own) only extracts the dependency files for VBScript and not for PowerShell.
