Start-Transcript is not something we have any control over, that is a PowerShell thing. From the error message I am not certain if this is a Start-Transcript error or a host error. In your service, do not call Start-Transcript but do a Write-Host somewhere. Does that show up in the event log or does...

It does. You may not see it, but I know it does. Since you covered the actual console window in the screenshot I can't see which one you opened :D On the machine with the problem, close the console. As always, we do not know what happens on your machine and you should always confirm any positive result with your antivirus vendor. Additionally you can check if outlook is running:
if(([System.Diagnostics.Process]::GetProcesses()).name | ?{$_ -like 'outlook*'})

In one of them you have the console visible, in the other one you don't.
Make sure they all have the same settings and re-compare. Can you launch a PowerShell console on all the machines affected?

This is not something you can do, as the mechanism in PowerShell is broken.
We did however just release a service build that should filter them out.
