Please never uninstall and re-install unless specifically instructed. It wastes your time and rarely solves anything. Errors like that usually happen when internet connections are a bit shoddy. That may not be on your end or on our cloud server, but anywhere in between. Try again a little later and ...

It's because it is an old snapin. According to Microsoft all snapins *should* be loadable by import-module. But that is not true for these really old snapins. We are working on a solution.

The issue has been sent to the proper place for evaluation and correction. When a fix is issued with a service build, it will be listed in the change log.

I am sorry, I am not sure I understand that correctly.
Can you do a manual RunAs of a simple executable using the credentials you describe?

The error messages you see are what is reported by the underlying operating system. The first error generally indicates an attempt to use RunAs from a folder that is not accessible to the supplied user and the second one is pretty clear. What you try to do requires elevation.
