Build: v5.7.179 seems to have resolved the problem.

Disregard. I determined the cause of the failed import. The content I used to create module resided in a protected directory. This can be marked resolved.

Our major issues with WPF is the designer (which is not open like WinForms). Current WPF designers are not to the same level / quality as the WinForms designer is (unless you purchase something like Expression Blend).
