So I did some more testing this morning. As long as I do not click the WMI Browser icon in the Object Browser pane everything works.
As soon as I click WMI Browser icon I immediately start to get the originally mentioned access denied errors and PSS locks up.

So the installer has started and got past previous error dialog. Looks like this version is going to work. It has completed successfully.
